"The establishment of the Bihar Board of Open Schooling and Examination (BBOSE) as an autonomous organization within the Education Department of the Government of Bihar in February 2011 represents a significant milestone in the state's rapid socio-economic development in recent years. BBOSE operates as a registered Government Society under the Societies Act and serves as an Open and Distance Learning Institution modeled after the National Institute of Open Schooling (NIOS), operating under the Ministry of Human Resource Development, Government of India.

BBOSE's core mission is to 'Reach the Unreached' in terms of education and skills throughout Bihar by utilizing open and distance learning methods. It places particular emphasis on addressing marginalized socio-economic and religious groups, facilitating their integration into the mainstream through relevant educational and skill development initiatives. As the apex body in the field of school education, BBOSE develops its own educational content and materials, providing instruction spanning all levels of the formal school system, ranging from Class I to Class XII. Additionally, it conducts public examinations leading to the issuance of certificates equivalent to those of other formal school examination boards such as C.B.S.E./I.C.S.E. and various secondary boards across the country.

In essence, BBOSE serves as an amalgamation of the State Council of Educational Research and Training and the Bihar School Examination Board in the realm of open and distance learning at the school level. Furthermore, it has been designated as a Nodal Agency for skill development and vocational training through open and distance learning mode as part of the Bihar Skill Development Mission (BSDM). BBOSE boasts several unique and distinctive features that differentiate it from other formal examination boards."
