The Council Of Boards of School Education in India (COBSE) is a non-profit organization comprising all of India's school boards. It promotes school education through curricular revisions and the strengthening of educational systems. 

It collaborates closely with the Ministry of Human Resource Development of the Government of India, as well as other apex educational organizations and agencies at the national level, such as the National Council of Educational Research and Training (NCERT), the National Institute of Educational Planning and Administration (NIEPA), and the National Council of Teacher Education (NCTE).

In India, the educational system differs from state to state. As a result, COBSE supports various Education Boards in maintaining the same level of educational quality throughout all of these Boards.

There are several locations in India where neither open- or distance-learning programs nor regular schooling are accessible. Therefore, COBSE will establish Regular Schools and Open Schools in sections of the country that lack school (regular/open) facilities, particularly in the rural, border, and hilly areas.

History

It was established in 1979 by CBSE to serve as a forum for communication. It has been established as an independent secretariat since 1989. COBSE was established to coordinate with State Boards and Central Boards, the Department of HRD, the Government of India, and Education departments of all State Govt. to promote and propagate primary, middle, secondary, and senior secondary school education while upholding the true spirit of the government of India's "Right to Education," 

It currently has 65 members. It is divided into six zones: Central, Western, Northern, North-Eastern, Southern, and Eastern. Associate Members include Nepal, Bhutan, Mauritius, the United Kingdom, UCLES, NWAC, and IB.

Role of COBSE

  • Help boards and councils promote literacy and research and work for the welfare of mankind without regard to caste, creed, or religion, as well as for the poor, particularly those from scheduled castes and backward classes, by opening, running, assisting, or assisting schools and carrying out any other similar objects of public utility.

  • As a service organization, serve as a primary information hub and aid in communication.

  • Promote education in schools and provide the member boards with the required assistance and support.

  • Assist boards and councils in their efforts to oversee schools.

  • Support for Boards and Councils in their efforts to finance, support, and/or education aid.

  • Address societal issues like population growth, education reform, and catastrophe preparedness.

  • Along with the primary courses, recommend and assist member boards in starting different technical and professional courses.

Functions of COBSE in the Indian education system

  • Provide the group's members a forum to discuss topics of shared interest and to share knowledge to raise the standard of education.

  • Assistance with the implementation of the National Education Policy and advisory services (NEP - 2020).

  • Acting as a service agency's central information bureau and fostering communication

  • Officers of the Member-boards' professional development.

  • Professional interactions with NCERT / NIEPA.

  • To promote school education and provide essential assistance and support to member boards.

  • To fight for the education of girls.

  • To provide scholarships to talented students who, despite their academic interests, are unable to continue their education owing to financial constraints.

Mission

The main goal of the Council of Boards of School Education (COBSE) is to create and sustain meaningful improvements in the field of school education. It also intends to use all procreative methods to achieve the goal successfully. COBSE looks forward to providing all members with forums to discuss problems of mutual interest and to enable learning from one another to improve the quality and quantity of education available to all.

COBSE seeks to improve educational leadership in policy-making, advance educational excellence, and support equal access to educational opportunities. Through several essential resources, including weekly reviews, monthly legislative briefs, monthly policy brief updates, and legal briefs, the membership of COBSE is kept up to date on all the most recent developments in educational policies.

It works to boost school education by revising curricula and improving educational systems.
